Defunding Planned Parenthood The battle to defund Planned Parenthood began early in the new Congress, starting with Rep. Mike Pence’s pro-life leadership. H.R. 3 No Taxpayer Funding for Abortion Act The importance of this Act is reflected in its bill number – it was the third bill introduced in the new Congress at the direction of Speaker Boehner. This bipartisan bill, sponsored by Reps. Chris Smith (R-NJ) and Dan Lipinski (R-IL), would apply the Hyde Amendment across all government spending and codify several other pro-life policies, ultimately ending all taxpayer funding for abortion.
